Two men who crossed state lines to commit sex acts with a minor pled guilty in federal court in Cedar Rapids. The incident involved a Clear Lake teenager.
Mensur Malik, 22, from Sioux Falls, S.D., was convicted of one count of transporting a minor across a state line with intent to engage in criminal sexual activity. Salim Issa, 22, from Sioux Falls, was convicted of one count of
traveling across a state line for the purpose of engaging in illicit sexual conduct.
At a plea hearing on Monday, Sept. 23, Malik admitted that in July 2012 he transported a minor female from Iowa to South Dakota with the intent to engage in sexual activity with her. At a plea hearing on Sept. 13, Issa admitted that in July 2012, when he and Malik traveled from South Dakota to Iowa, he intended to have sex with the minor female.
Malik was arrested on suspicion of kidnapping and raping a 13-year-old runaway from Clear Lake.
At the time of the arrest Clear Lake Police Chief Greg Peterson said a Clear Lake couple reported their daughter as a runaway July 29. They said that when they got up she was not in her room. The missing girl texted her parents several times over the course of the day to tell them she was all right. Clear Lake police officers were given access to the girl’s Facebook account, where they found the girl had been communicating with the man identified as Young K Rapper. Clear Lake officers contacted the Sioux Falls Police Department with the information they had Sunday evening. The Sioux Falls Police Department’s Street Crimes Unit began to investigate the incident and about midnight called back to the CLPD and reported they had identified Young K Rapper’s identity and residence. At approximately 2:30 a.m. the next day Clear Lake officers were notified that the Sioux Falls unit had located the 13-year-old girl at an apartment with the man, who was identified as Mensur A. Malik. Both were found in the bedroom of Malik’s home, fully clothed. Police said an investigation found Malik had sexual contact with the girl. Police believe Malik recently drove to Clear Lake to pick up the girl after the two were communicating online.
