City OKs change to development agreement

    The Clear Lake City Council gave its approval last week to an amendment of a development agreement with Titan Pro SCI.  The business, which opened in the Larry Luker Industrial Park in January 2010, plans to expand its building and workforce.
    The amendment modifies the amount of property taxes rebated to the company.  Currently, Titan Pro SCI qualifies for property tax rebates of $800,000; under the new agreement the rebates would increase to $1.1 million for up to 10 years.

    To qualify for the rebates, the seed, chemical and crop insurance company will build a 50,000 square foot addition to its current 70,000 square foot facility.  Owner Jeff Meints explained the space will be used for warehousing, cold storage and seed treatment.  The workforce at Titan Pro will grow by up to nine from 30 full-time and about eight part-time employees currently on staff.  Meints told the Council the expansion is estimated to cost about $2 million.
    In other business July 5, the Council moved ahead with its 2011 Street Resurfacing Project.  The group previously awarded the contract for the project to Heartland Asphalt, for the base bid only, in the amount of $409,420.  The project entails approximately 25 blocks of HMA (hot-mix asphalt) resurfacing on various city street segments and generally consists of milling and a two-inch thick, maintenance-level, HMA resurfacing for the width of the street. There will also be limited curb and gutter replacement and, in some segments, sub-drain work. Additionally, ADA compliant sidewalk ramps will be constructed at the intersections.
    The city has received the contract and bonds, along with the Certificate of Liability Insurance, for the Project from the contractor. They have been reviewed by City staff and the project consultant and have been determined to be in compliance with the Project specifications.
    The completion date for the work is Sept. 15.  Funding for the project is from the Road Use Tax Fund.
